Economy Requires
a KNOWLEDGE
Government
Even
villagers at the remotest parts of Asia have realized that their world
will forever be changed by the twin forces of globalization and technology.
Whether they are students at Inner Mongolia, women entrepreneurs in Bangladesh
or our very own Muslim girls in the villages of Trengganu undertand the
power of the mobile phone and the internet. The FUTURE is already here,
the 21st century will bring forth a NEW ERA, one that will be characterized
by greater competition and structural disruption. And a New Economy
will dawn. To help Malaysians make the transition to The New Knowledge
Economy we require a Knowledge Government.
All over the world, those governments that
can successfully deliver prosperity to the people are ones that have successfully
reinvented and restructured themselves. They attract and retain a world
class executive team comprising the brightest, most competent and morally
upright men and women willing to serve in public service. A highly professional
and knowledgeable executive team is fundamental to helping Malaysians cope
with the changes of the coming century; they stay vigilant, responsive
and constantly realign the government to address the needs of the people
and the expectations of the international community. The way to root out
corruption is to downsize government and hold public officials to a high
ethical standard.
THE LEGISLATURE:

Poorly remunerated members
CAN NOT do a full time job for the people. To facilitate the creation of
a professional and effective legislature, it is proposed that the 10th
Parliament,the first in the new millennium effect a legislation
to RE-DESIGNATE THE ELECTORAL CONSTITUENCIES by
-
REDUCING the number of
members by an appropriate multiple (Pahlawan proposes to reduce them
by half), and
-
INCREASE compensation and support
facilities to the members so that they can do an effective and professional
job. (Pahlawan proposes increasing current compensation by
300%).
The 10th Parliament elected
in the 1999 General Election will complete this legislative agenda in its
term for implementation in the 2004 General Election.

THE EXECUTIVE:
A Professional and Competent
Cabinet
Since independence, The
Malaysian Executive branch of Government has grown in response to the development
needs of the country. The present cabinet structure is dated, and is no
longer adequate to advance the interest of Malaysians in the new century.
Like corporations, Governments grow in size and shrink at the same time.
We propose that the New Government
of the new millennium, over the first 3 years of its term, undertakes the
following:

Rationalize, streamline and
merge ministerial functions. Malaysia has a total of 24 full ministries,
compared to Australia’s 17 and Taiwan’s 8. (Both Australia and Taiwan have
populations similar in size to Malaysia.) (click to see) A proposed
rationalization, formulated by Pahlawan.

Downsize government and allowing
citizen greater room, the private sector to take on greater responsibilities
for their well being. In this rapidly changing world, government knowledge
loses out to market knowledge; greater efficiency and effectiveness are
achieved by the private sector. Governments to continue downsizing and
remove barriers in the system that are obstructing the private sector's
growth.

Revise compensation packages
of civil servants. Adequate compensation is one essential condition for
attracting the best talent to serve in public service.

Ministerial and civil service
positions are not awards for political allegiance nor should the best people
be shut out of the administration. Selection must be based strictly on
merit, competence and credibility, regardless of ideological and political
affiliations of the candidates. Both Indonesia and Taiwan have persuaded
talented citizens who belong to the opposition camp to serve on the new
government.

Ministerial positions must be
recognized as full time executive positions, and it will be better for
the nation if these office bearers don't have to do politics full time
and serve the government parttime. It is proposed that Ministers for
certain portfolio (such as Finance and Economy) and Deputy Ministers in
the cabinet need not be elected politicians. These are very demanding
positions, and the office bearers need all the concentration and focus
to do their job well. We salute the government that places the people's
interest above partisan politics.

THE JUDICIARY:
Custodian of the People
The members of the JUDICIARY
are the custodian of the people, providing the balance in the democractic
system. Appointments of judges must be done in a transparent manner. We
propose that ALL candidates recommended for the JUDICIARY must be endorsed
by Parliament before their appointments take effect. Express your opinion

LOCAL GOVERNMENT
The efficiency and attractiveness
of cities and towns are going to become very important in
the continued prosperity
of the residents. A high level of local efficiency can only be achieved
through autonomous local government. My representative to the 10th Parliament
will support a bill to return the power of local government to the ground
where members of local government would be chosen by direct elections,
NOT appointments by the Government.

This is a mock election, wishful thinking of some Malaysians to choose
our executive team directly. Nominate any outstanding leader that you know
will do an excellent job and make Malaysians proud. Pahlawan will select
the top 3 candidates with the most nomination and put them on a direct
poll.
